Horizon 2040: The Spokane Region’s Metropolitan Transportation Plan

Horizon 2040, SRTC’s long-range transportation plan, also known as a Metropolitan Transportation Plan (MTP), is a multimodal “blueprint” aimed at meeting the needs of the Spokane region through 2040. The plan is based on projections for growth in population, housing and jobs and considers all mode of transportation, including private vehicles, public transit, bicycling, walking, freight movement, rail and air travel.

Horizon 2040 was first adopted in 2013. SRTC is required by the federal government to update the plan every four years. Work is underway on an update to be completed in 2017. Until then, the current Horizon 2040 document is below. It was amended in 2016 to add three new projects (the projects were required to be included in the MTP in order to receive federal funding) and update the Financial Plan. The summary sheet below details the updates included in the amendment.

Per WAC 197-11- 960, SRTC has completed an Environmental Checklist for Horizon 2040. The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. The SEPA Checklist is below.
