A public comment period for the draft Horizon 2045 plan is open from October 13 through November 12. Links to individual chapters of the document are below.  At the end of each chapter is a survey where community members can provide input.

A BIT OF BACKGROUND ON HORIZON 2045

Horizon 2045 is your long-range transportation plan, also known as a Metropolitan Transportation Plan (MTP). SRTC develops Horizon 2045 as a multi-modal “blueprint” aimed at meeting the transportation needs of the Spokane region through the year 2045. It is based on projections for growth in population, housing and jobs and considers all modes of transportation, including private vehicles, public transit, bicycling, walking, freight movement, rail and air travel.

Significant public input goes into the development of the Horizon 2045 plan, including a transportation questionnaire, community presentations, a series of focus group conversations to engage historically excluded populations, tabling at community events, and much more. To understand transportation needs, barriers, and challenges, the engagement efforts for Horizon 2045 have centered around building community relationships, engaging with those not traditionally at the table, and building on the stakeholder engagement from 2016.

Horizon 2045 will be adopted by our SRTC Board of Directors in December 2021 per state and federal regulations. SRTC is required by the federal government to update the plan every four years. Adoption of Horizon 2045 will replace our current plan, Horizon 2040.

  1. Educate community members about SRTC’s roles in the region and share what Horizon 2045 is.
  2. Understand your transportation needs, challenges, barriers, and priorities.
  3. Share the new sections and updated components of Horizon 2045 and solicit feedback from stakeholders, partners, and community members.
  4. Engage with historically excluded and hard-to-reach communities using creative outreach strategies.
