The UPWP serves as the annual work plan for regional transportation planning projects and is developed every two years. It describes SRTC’s programs and identifies duties to be accomplished each year, plus outlines how state and federal funds will be used by SRTC for transportation planning.

SRTC’s regional transportation program must fulfill federal urban transportation planning regulations in 23 USC 134 and state requirements in the RCW 47.80, WAC 486.86 and WSDOT Regional Planning Standards. The UPWP helps ensure compliance with these requirements.

Each year the Washington State Department of Transportation (WSDOT), Federal Highways Administration, and Federal Transit Administration include in the UPWP areas they would like SRTC to address in the work program for the year.
