Spokane’s City Council is taking another look at Centers and Corridors Guidelines and planning to revamp the document. Local blog Spokane Rising applauds the efforts but says the document isn’t enforced anyway, so why bother unless the revisions include an enforcement mechanism?
One example a recent Spokane Rising article cites as a lack of enforcement is the new Target store on the south hill, which allegedly violated 21% of the requirements included in the Spokane Comprehensive Plan, the Spokane Municipal Code, and the 2009 Developers’ Agreements for the site.
