Congestion Management Process
The Congestion Management Process (CMP) is a systematic, regionally coordinated approach to addressing traffic congestion. It provides accurate, up-to-date data on transportation system performance and identifies strategies to effectively manage congestion based on the region’s needs.
CMP Report
The CMP Report outlines regional objectives for congestion management, pinpoints the Spokane region’s most congested roadways, and develops strategies to alleviate congestion or prevent it from worsening. It also establishes performance measures to track progress, helping the region prioritize transportation investments that enhance mobility and efficiency.

Performance Management
Transportation Performance Management, or TPM, is a strategic approach that ties federal investments and policy decisions to system performance. States and regions must set performance targets for the transportation system in several key areas – such as safety, infrastructure condition, congestion, system reliability, freight and economic vitality, and air quality. Transportation Performance Management was introduced through the 2012 Moving Ahead Progress in the 21st Century (MAP-21) transportation law.
