SRTC leads a systematic approach to managing traffic congestion through our Congestion Management Process (CMP). Working with regional partners, we’ve identified 16 key corridors for annual monitoring, with targeted strategies for our most congested areas. This process ensures federal transportation funds are used effectively, prioritizing cost-efficient solutions before considering major road expansions. Our data-driven approach helps create a more efficient transportation system while meeting federal air quality requirements.
Congestion Management Process
The Congestion Management Process (CMP) identifies Spokane’s most congested roadways, develops strategies to reduce congestion or keep it from getting worse and for tracks progress toward those efforts. This helps the region to prioritize transportation investments in order to manage congestion.

Performance Management
Transportation Performance Management, or TPM, is a strategic approach that ties federal investments and policy decisions to system performance. States and regions must set performance targets for the transportation system in several key areas – such as safety, infrastructure condition, congestion, system reliability, freight and economic vitality, and air quality. Transportation Performance Management was introduced through the 2012 Moving Ahead Progress in the 21st Century (MAP-21) transportation law.
