Pretty sure this is considered an unsecured load.

This is interesting; according to Spokane Valley’s “Hot Topics” newsletter, the State Department of Ecology says more than 12 million pounds of
litter in the state comes from
vehicles, and about 400 accidents
each year result from debris on the road in our state.
Which is why it’s so important to secure your load.

It’s estimated that litter on roadways causes 25,000 accidents in North America each year, nearly 100 of which are fatal.

It is illegal to transport solid waste in Spokane Valley unless the load is covered or secured. An unsecured load is considered a load that hasn’t been covered and fastened or attached to the vehicle with tarps, rope, straps, netting, or other means to prevent the load from loosening, detaching, or coming out of the vehicle.

If you are caught driving with an unsecured load, the fine is $50 and you could pay additional fines for littering.
