What is the Transportation Improvement Program?
The Transportation Improvement Program, or TIP, is a comprehensive four-year program containing regionally significant transportation projects and investments. Some examples of projects in the TIP include:
- Maintenance and preservation of existing roads
- Construction of new roads
- Public transit improvements
- Bicycle and pedestrian facilities
- Bridge replacement and rehabilitation
These projects, and their amendments throughout the year, are managed by SRTC. All regionally significant and federally funded transportation projects are required to be included in the TIP.

How is the TIP related to the MTP?
The TIP ensures that the region’s investments and projects align with the Metropolitan Transportation Plan (MTP). SRTC reviews projects to verify consistency and support the MTP. If a project is not consistent it is either stopped or the MTP is amended to reflect the project.
The TIP is updated annually and included in the Washington State Transportation Improvement Program (STIP) when approved.

Key Purposes of the TIP

Demonstrate fiscal constraint for the projects contained in the plan (meaning there is adequate funding available for the planned projects).

Demonstrate that the projects meet conformity with state air quality standards (projects aim to improve air quality or maintain it).

Identify other planned transportation projects adopted in local six-year TIPs (bring together projects from the local level into one, 4-year program).
Public Involvement during the TIP Cycle
When a new TIP is created each year, SRTC invites the public to be a part of the process and share their comments. There is a 30 day comment period in the Fall, with a TIP workshop hosted during that time where local transportation planners share information about projects in the TIP, answer questions and take comments. Receiving public feedback during this time is very important and we encourage people to participate!

TIP Amendments
This TIP is amended throughout the year from January to October as project sponsors submit request to add, modify, or delete projects from the TIP. Each amendment goes through a 10-day public comment period, is reviewed by both the Transportation Technical Committee and Transportation Advisory Committee, with the final decision to approve (or deny) the amendment made by the Board of Directors.
Monthly routine amendments are submitted to the Washington State Department of Transportation (WSDOT) for inclusion in the State TIP, typically the third Friday of each month. Final approval by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) normally takes an additional three weeks before amendments will be included into the State TIP.
