Core Plans & Programs

 At SRTC, four key efforts guide the work and direction of the organization. Each of these plans and programs play a vital role in supporting SRTC’s various functions, creating a foundation for the agency’s planning work while ensuring compliance with state and federal requirements. With the exception of the Unified List, these documents are found at MPOs   nationwide and are required to be developed.

SRTC Core Plans & Programs

Metropolitan Transportation Plan

The Metropolitan Transportation Plan, or MTP, is the Spokane region’s 20-year blueprint for transportation and represents the collective vision for the region. It addresses various long-range topics including key challenges, growth projections, and planned infrastructure investments and their cost feasibility. The MTP is updated every five years and is SRTC’s most important plan.

Transportation Improvement Program

The Transportation Improvement Program, or TIP, is a four-year plan of regionally significant and federally funded transportation projects. This shorter-range document demonstrates how the region is implementing the Metropolitan Transportation Plan.  It is updated annually and amended monthly.

Unified List of Regional Transportation Priorities

 The Unified List is a strategic communications tool that highlights the Spokane region’s top transportation priorities for state and federal legislators. Updated annually, it plays a key role in positioning projects to secure future funding opportunities.

Unified Planning Work Program

The Unified Planning Work Program, or UPWP, is a two-year guide for SRTC’s transportation planning activities and expected supporting revenues. It outlines core functions, studies and associated financial resources in agreement with the Washington State Department of Transportation (WSDOT).

Public Participation Plan

The Public Participation Plan, or PPP, outlines SRTC’s commitment to public engagement and the methods used to uphold that commitment. During different cycles of the planning process, SRTC seeks public input and feedback. Our public involvement page shares how you can participate in the work at SRTC.

Congestion Management Process

The Congestion Management Process, or CMP, is a systematic and regional approach for managing congestion. Through this process, SRTC is able to provide accurate, up-to-date information on our regional transportation system’s performance and assesses alternative strategies to manage congestion for local needs and state requirements.
