With federally mandated fuel-economy standards rising to 35.5 mpg by 2016, automakers are developing more efficient vehicles. For the 2013 model year, buyers have a choice of 18 cars that get an Environmental Protection Agency rating of 35 mpg combined, compared with only four such vehicles in 2008.
