Land Use Forecasting at SRTC
As a Metropolitan Planning Organization, or MPO, SRTC is federally required to track and forecast land use conditions over a minimum 20-year planning horizon. These forecasts support a variety of long-range planning activities, including travel demand modeling, scenario development, capital investment prioritization, freight planning, subarea analysis, and comprehensive plan amendment certification.
Land Use Allocation Tool (LUAT)
SRTC uses the Python-based Land Use Allocation Tool (LUAT), developed as part of its 2022–2050 land use update, to estimate and forecast land use across the Spokane region. The tool employs a multistep process to allocate both base year and forecast year data at the Transportation Analysis Zone (TAZ) level. SRTC Land Use Data
The Spokane region’s most recent land use forecast data is available for download in various formats from the SRTC Regional Data Hub. This dataset includes base year and forecast year information on population, households, and employment by TAZ. For more detailed land use data, including sector-level employment forecast by TAZ, please contact SRTC directly at contact.srtc@srtc.org.
