Spokane’s City Council last night voted to approve the recommendation of an electric trolley system through the downtown area, but that doesn’t mean it’s a done deal. The decision means that’s the system that will be pursued in the coming years, but it would still need voter approval for local taxes needed to pay for the approximately $36 million system.
