SURFACE TRANSPORTATION PROGRAM (STP) CALL FOR PROJECTS Based on the current direction by Congress to pass an 18 month extension to SAFETEA-LU, the Spokane Regional Transportation Council Board on July 9th authorized staff to release the 2009 Call for Projects for allocation of Surface Transportation Program (STP) funding for the years 2011-2012. The STP projects will be categorized in three distinct program areas. 1. Capital Improvement Program: This includes projects that involve complete reconstruction or new construction on arterials. Projects must be designed to achieve at least a 20-year road design life and include appropriate accommodation of pedestrian and bikeway facilities consistent with the Metropolitan Transportation System Plan. A PE or engineering study option is available to more fully develop local conceptual improvement projects requiring extended lead times to develop an accurate design, concept, and scope which will necessitate significant public involvement and project cost estimating activities. Proposed projects in this category may or may not be contained in the Metropolitan Transportation Plan and must meet an established purpose and need before they are advanced. (Engineering study, PE, RW, CN eligible) 2. Roadway Reconstruction Program: This includes rebuilding the full-depth roadway section of arterials. The intent of this program is to provide timely reconstruction and safety improvements with no significant geometric improvements. (PE & CN eligible) 3. Roadway Preservation Program: This includes projects intended to improve/preserve structural integrity of the existing roadway of arterials. The intent of this program is to provide timely structural overlays, safety improvements with no significant geometric improvements that will effectively extend the useful life of the roadway. (PE & CN eligible) A target of $10 million in STP funding is expected to be available. As with any call for projects, the purpose is to identify, prioritize, and select projects for funding as funds become available. There is no guarantee, express or implied, that any or all projects will receive federal aid funding. With the current efforts by Congress to write a new transportation authorization bill, funding categories, eligibilities, and support levels are subject to change. In addition:
